Zakharov witness statement

Arkady Zakharov was a specialist at International Finance Agglomeration Menatep, which was responsible for servicing the holding companies of Bank Menatep. His statement describes how the bank's owners directed him to participate in the "loans-for-shares" auction by which the oligarchs bid for Yukos.

Mr. Zakharov states that the companies he serviced for Bank Menatep did not engage in active business operations nor employ any staff, but were used solely to move, hold and conceal the fact that Menatep Group had an interest in those assets.

Mr. Zakharov describes how Bank Menatep’s owners directed him and other employees to participate in the “loans-for-shares” auction by which the oligarchs successfully bid for Yukos, against only one other company whose nominal director happened to be a colleague of his.
